Waterproofing the walking surface is not cosmetic work; it is the structure's first and best defense.

What Goes Into Every Waterproof Deck

The first layer down is a moisture vapor barrier — the waterproofing promise made at the substrate, before anything decorative happens.

Pigmented Polyaspartic Basecoat

A pigmented polyaspartic basecoat builds the system's body and color over the barrier, flexible enough for a deck that moves with the building.

Full Flake Broadcast

A full flake broadcast gives the surface its finished look and its first layer of built-in texture.

Dual Protective Topcoats

Two wear coats seal the system — a polyaspartic topcoat, then a urethane finish coat that takes the weather and the foot traffic.

Slip-resistant additive rides in the final coat on every outdoor deck — wet-surface grip is standard, not an upgrade.

SB721 and SB326 put every elevated balcony, deck and walkway on multi-unit buildings onto a mandatory inspection cycle — six years for apartment buildings, nine for condominiums — because hidden water damage was collapsing structures that looked fine from above. When an inspection flags a deck, the repair is only half the job; the surface must go back into service genuinely waterproofed or the same report returns next cycle.

That second half is ours. We coat after the structural work, sealing the repaired deck under a system built to keep the next inspection boring — and we phase multi-building work so residents never lose their access routes.

Five Layers, Each With One Job

The system reads from the substrate up:

  • Moisture vapor barrier — the waterproofing itself, sealing the slab or deck substrate.
  • Pigmented polyaspartic basecoat — flexible body and color, bonded into the prepared surface.
  • Full flake broadcast — the finished appearance, plus mechanical texture.
  • Polyaspartic topcoat — locks the broadcast, first wear layer, UV-stable.
  • Urethane topcoat with slip additive — the weather-facing wear coat, gripping wet or dry.

Single-product "deck paints" ask one membrane to do all five jobs, which is why they peel in two summers. Layered systems last because nothing is asked to do work it was not designed for.

Stopping Water at the Surface

Water damages decks from the top down: it finds hairline cracks and worn coating, saturates the substrate, and starts the quiet rot that inspections exist to catch. The vapor barrier layer reverses the story — rain and sprinkler water bead on a sealed, monolithic surface and drain away, never reaching wood or steel.

The same seal ends the cosmetic misery of exposed concrete balconies: no more efflorescence bloom, moss shadows or mineral staining. What the weather delivers, a hose removes.

Grip You Can Stand On

Balconies and walkways are wet more often than any indoor floor — rain, fog drip, sprinklers, mop water — and they are used by everyone from toddlers to grandparents, often in socks or sandals. So traction is engineered into two separate layers: the flake broadcast's natural texture, and a slip-resistant additive locked into the final urethane coat.

The result grips without grating — comfortable for bare feet, kind to dropped knees, and secure under a rain-slicked dress shoe on the way to work.

Balconies, Walkways, Stairs and Rooftops

The same five-layer logic covers every elevated surface a building owns: private balconies, shared corridor walkways, exterior stair treads and landings, and rooftop decks and terraces. Concrete substrates are diamond-ground and repaired; plywood walking decks get the appropriate reinforced base before the waterproofing layers go on.

Color and flake blends run the full chart, so a building can unify every exposed surface in one finish — or give the rooftop lounge something the corridors do not get.

What do California's balcony laws actually require?

Two statutes govern elevated exterior elements — balconies, decks, walkways and stairs — on multi-unit buildings: SB721 covers apartment buildings with three or more units and requires inspections on a six-year cycle, with the initial deadline extended to January 1, 2026; SB326 covers condominiums and HOAs on a nine-year cycle, with its first deadline January 1, 2025. Both exist because water intrusion quietly rots structure until it fails.

Does a coating count as waterproofing for these repairs?

A proper traffic-bearing waterproofing system does — that is precisely its job. Our five-layer build seals the walking surface against the water intrusion the inspections look for, and it is the finishing layer applied after any structural repairs an inspection report requires. We coordinate with the inspection findings so the deck goes back into service protected, not just patched.

What are the five layers of your deck system?

Moisture vapor barrier down first, then a pigmented polyaspartic basecoat, a full flake broadcast for texture and appearance, a polyaspartic topcoat, and finally a urethane wear topcoat carrying a slip-resistant additive. Every layer above the barrier is UV-stable — engineered for a surface that lives in direct sun and weather.

How do I know if my balcony or deck is leaking?

The signs show up below and around: water staining or rust streaks on the underside, soft or spongy spots underfoot, peeling surface coatings, cracked or ponding areas, and inside the unit, staining near the door threshold. Any of these means water is getting past the surface — and the structure beneath is on the clock.

Is the finished surface slippery when wet?

No — traction is designed in twice. The flake broadcast leaves a fine texture, and the final urethane coat carries a slip-resistant additive as standard on every outdoor installation. A wet balcony or walkway keeps its grip for bare feet, dress shoes and everything between.

Will the coating fade or chalk in the sun?

The exposed layers — polyaspartic and urethane — are aliphatic, UV-stable chemistries that do not amber, chalk or fade. A south-facing deck holds the same color in year ten as on install day; that is why standard epoxy never appears above the barrier layer in our outdoor systems.

How long is a balcony out of service during coating?

Typically two to three days from preparation to walkable cure, weather depending. For apartment and condo buildings we sequence walkways and units so residents keep access routes throughout, and the fast-curing chemistry keeps each section's closure short.

Can you coat over plywood decks, or only concrete?

Both. Concrete decks are diamond-ground and repaired like any slab. Plywood walking decks — common on SoCal balconies — get the appropriate reinforced base build before the waterproofing layers, so the finished system performs identically over either substrate.

Do you work with HOAs and property managers?

Constantly — multi-unit repair and recoat work after inspections is a core of this service. We scope from the inspection report, phase buildings so access is maintained, keep documentation clean for the association's records, and put the same three-year outdoor warranty behind every deck we touch.

What warranty covers outdoor waterproofing work?

Three years on commercial and outdoor installations, backed by the company that manufactures the coatings — so there is no gap between the product warranty and the workmanship warranty. It is one signature covering the whole system.

I live out in Ridgecrest. I carefully searched for experts that would follow the correct process to ensure not just a great look, but a strong bond to the concrete garage floor. This is one of the companies that said that they would service my area. And I am grateful. The crew did an amazing job. Professional workmanship. They prepped the surface of the concrete properly before starting to apply any epoxy. They applied a nice even coating of flakes and a great finish. I'm very pleased with the results of their hard work. They also guarantee that it will bond properly, or they will make it right. They indicated that I can walk on it the next day and that I can expect it to be fully cured within the next four to seven days. At which time I can park my vehicle on it.

Great experience with the team at Top Epoxy Flooring. I had seen an example of their work at a friend's property and decided to get them to quote for my own garage floor. They were very responsive and helpful and in fact came and did the work the following day after I contacted them. The two person crew arrived just before the agreed arrival time, helped me move a couple of larger items and then worked for the full day to get the job complete. They were very careful with the prep / grinding the previous paint off the concrete. Overall got the job completed the same day and it looks great. Left the garage clean and pretty much dust free. Overall very happy with the full experience from first call to final sign off. Don't hesitate to use them.
